Cliff
Moody
Executive Director
Mr. Moody has over 32 years of information operations experience in
industry
and government. He
served in several Department of Defense and International
Association leadership positions providing operational and technical
guidance
for technology development, operational demonstrations, and systems
acquisitions. He has
over 20 years experience leading developmental and operational test
and evaluation (D/OT&E) teams on electronic warfare (EW) and
Information Warfare (IW) systems.
He served on several government and industrial association
senior advisory panels as an EW and IW representative for Aircraft
Survivability, EW Roadmap Development, Joint SEAD Mission Needs,
and Intelligence, Reconnaissance and Surveillance (ISR) Analysis
Studies. Mr. Moody is
currently the Executive Director, ManTech Real-Time Systems
Laboratory, ManTech Information Systems & Technology, a division of
ManTech International.

Howard
Longyear
Deputy Executive Director
Director of Engineering
Mr. Longyear has worked as an electrical engineer over 25
years. He is experienced in all phases of hardware and software
development. He has performed in system, lead hardware, and senior
software engineering roles and has been a key contributor to the
development and deployment of several SIGINT and ELINT systems. Mr.
Longyear has designed and developed signal processing algorithms and
software for Tone (FSK) and Pulse Doppler signal types. He has also
designed and developed firmware for applications ranging from SNR
test equipment to an all-firmware BPSK demodulator and bit
synchronizer. He is a visionary system designer and technical
problem solver. He is able to apply theory to real-world problems to
define and deliver requirement compliant systems within schedule and
budget constraints. Mr. Longyear has digital design expertise in
TTL, ECL, CMOS, and Gate Array technologies, analog design
experience in IF to baseband frequencies, system frequency planning,
and link budget analysis. He is a system/project engineer
responsible for designing and
developing DSP COTS solutions for a variety of real-time signal
processing systems. He is
working on project activities that include re-hosting a real-time
pulse Doppler radar processor and combat ID system to a COTS/VME
architecture. He is also
participating in the design of a digitizer that incorporates zoom
analytic tuning and real-time waterfall spectral displays.
